Scope Of Services
The HSE case demonstrates that the project has complies with the Hazard and Effects Management Process (HEMP) with the overall aim that all risks are managed to as low as reasonable practical (ALARP).
HEMP is a risk management process which provides the framework to ensure that all risk to personnel, asset and environment are identified, assessment and managed correctly. The HEMP also includes incident investigation and incident management steps.
The HSE Case compiles the outcome of all risk assessments and risk management measures into a document provide a holistic view of the current risk management outcomes and risk management strategies for various risks. The HSE case also provides an auditable and trackable document for corporate management and regulators to review.
Crude oil, natural gas, LNG, gas processing and export, oil refining, pharmaceutical plant, coal chemical processing, fertilizer and agriculture chemical processing, chemical refining, etc.
HSE Case should be developed in FEED and continuous updated over the course of the project life at agreed milestones with management and regulators. Risk assessment studies and analysis are conducted independently of the HSE Case with their outcome used to compile the HSE Case.
The HSE Case should how the following key points are accomplished:
·Identify, assess and manage major risks；
·Prove that effective barriers are set up to prevent and/or mitigate risks to ALARP；
·Measurements to ensure the effectiveness of any barrier designed to prevent and/or mitigate the impact of any major risks have been established.
